Notice of Collection
Personal information on this form is being collected for the purpose of administering applications to the City of Toronto’s Road Disruption Activity Reporting System (RoDARS) that informs the public of planned roadway closures throughout the City. Personal information is collected for RoDARS under the authorities of sections 8(1), 8(2)(paras, 5, 6), 32(1), and 259 of the City of Toronto Act, 2006, Section 743-30.1, Article III.1, Chapter 743 (Streets and Sidewalks, Use of) of the City of Toronto’s Municipal Code, and in accordance with recommendation 38 of Toronto City Council Item CC27.1 adopted by City Council on February 11, 2025 (By-law 108-2025). Starting April 1, 2025, all users are subject to the new application fee(s), as part of the RoDARS submission procedure. Expedited fees will apply if the RoDARS application is submitted less than three business days from the proposed start date. For the month of April, the new fees will be invoiced at the end of the month to the applicant’s legal organization. The application fees are listed below.

1. Application Fee: $76.51 + HST
2. Expedited application fee – Less than 3 Business days: $375.76 + HST

RoDARS is a system that informs the public of planned roadway closures throughout the City. The submission procedure follows the acquisition of an approved Street Occupation Permit (construction) or Street Closure Permit (event).

When occupying any portion of the City’s public right of way that is not an expressway, the applicant must submit a RoDARS Notification Form PDF to TMC Dispatch at least two business days before the start of occupation. The RoDARS Notification Form must be approved by the appropriate Work Zone Traffic Coordinator (WZTC) before being submitted to TMC Dispatch.

When occupying any portion of a City expressway (F.G.G., DVP or Allen Rd between Eglinton Ave W and Transit Rd), the applicant must submit a RoDARS Notification Form to TMC Dispatch at least seven business days before the start of occupation. The RoDARS Notification Form must be approved by the appropriate City project manager/engineer before submittal to TMC Dispatch. Once attained from TMC Dispatch, TMC’s RESCU Unit will then notify the applicant of the approval verdict.

A separate RoDARS Notification Form is required for each occupied roadway. If the daily schedule varies, separate RoDARS Notification Forms are required for each day. Once the RoDARS form has been submitted and approved, the information then appears on the Traffic Restrictions Map. Please refer to the City Expressway Closure Guidelines PDF for allowable roadway occupancy times.

Additional Conditions and Comments

The applicant must notify the City if either of the following situations arise:

• The work schedule and/or work zone plan has been revised or postponed. The applicant must submit a revised and approved RoDARS Notification Form at least one business day before changes occur
• The work has been cancelled or completed early. The applicant must contact TMC Dispatch

The roadway where the closure is occurring. An individual form needs to be submitted for each occupied roadway. Only roadways located on the City of Toronto's right of way can be validated by the RoDARS system. Occupancies occurring partially on the City of Toronto's right of way still require the submittal of a notification form. Roadway under the jurisdiction of the MTO such as the 400 series expressways and their accompanying ramps are not processed through the RoDARS system.
